Scale Development for Measuring Minimum Quality of Personal Assistance Service and Effect of Provider Characteristics on Service Quality: Focused on Mistreatment

Abstract
The purpose of this study is to develop a scale for measuring the minimum quality of personal assistance service. Also, it analyzes the effects of organization level on the minimum quality, with compare to effects of individual level. The study sample was composed of 410 disabled aged between 20 and 64 who used personal assistance service in 41 service center. The data were collected as multi-level data in a individual level (410 persons) and in a organization level (41 centers). First, Cronbach¡¯s alpha, exploratory factor analysis and confirmatory factor analysis were performed for a analysis on reliability and validity. Second, hierarchical linear analysis were performed to confirm effect of provider characteristics. And the adequacy of adaption the hierarchical linear model to the study data was proved in verifying the organization effect on the service quality. According to the result of analysing the unconditional slope model, from the fixed effect analysis result, the annual revenues of service center, the average monthly wage of care-givers, the rate of qualified care-givers on the total care-givers and the recognition of center administrators on the labor right of care-giver affect significantly service quality.
